「阪神・淡路大震災30年　防災シンポジウム～災害を乗り越えていくために～」を西宮市と武庫川学院の共催により開催しました。

阪神・淡路大震災から30年の節目に、改めて災害から学び、災害に備えようと「阪神・淡路大震災30年　防災シンポジウム～災害を乗り越えていくために～」（主催：西宮市、武庫川学院、共催：鳴尾連合自治会・日本災害医療薬剤師会）が2月8日、武庫川女子大学公江記念講堂で開催され、約300人が参加しました。

 

開会に先立ち、武庫川女子大学音楽学部の学生が「しあわせ運べるように」などを合唱。西宮市の石井登志郎市長が「30年は長いようで昨日のことのように思われる。震災の教訓を学び合いながら私たち自身が防災、減災の心合わせをする機会にしたい」、瀬口和義学長が「30年が経過し、震災の体験と教訓を伝えていく責任を感じている。防災意識を高めたい」とあいさつしました。

 

第1部では、兵庫県元知事で公益財団法人ひょうご震災記念21世紀研究機構特別顧問の井戸敏三さんと京都大学防災研究所の矢守克也副所長が基調講演。井戸さんは震災の翌年に県副知事に就任し、後に県知事として震災復興に尽力しました。「創造的復興」という目標を県民と共有し、10年先の復興計画を作り上げ、実践したことや、東日本大震災の被災地に、カウンターパート方式で支援を行ったことを振り返り、南海トラフ地震への備えとして「復興計画や支援の受け方を事前に想定しておくことが重要」と呼び掛けました。

 

矢守副所長は「安心して逃げることができる社会を作る」と題し、避難訓練について提言。通常の避難訓練は、いわゆる避難行動要支援者や働き盛りの人が参加しづらいなどやり方に問題があると指摘し、高知県の四万十町や京都府福知山市観音寺地区での新たな取り組みを挙げながら、「訓練へのハードルを下げることを考えるべき」と提言しました。

 

第2部では、西宮市の石井登志郎市長がコーディネーターとなって、パネルディスカッション「自主的な避難生活の心得」を行いました。日本トイレ研究所代表の加藤篤さんは「避難所のトイレ問題」について様々な課題を挙げ「まずは携帯トイレを人数×5回×3日分用意して」と呼び掛け、日本災害救援ボランティアネットワーク元研究班の八ツ塚としえさんは阪神・淡路大震災でモデル避難所と称された西宮市立安井小学校で主に体育振興会のメンバーが避難所運営に当たったことを振り返り、「日ごろから楽しみながら地域の人と地域を知る活動が結果的に防災につながる」と語りました。

 

武庫川女子大学薬学部の大川恭子教授は日本災害医療薬剤師学会副会長の立場から「中学校や高校に配置されている学校薬剤師は学校のことをよく知る存在。平時から自助としての準備が大切」、元西宮市消防局長で、震災当時は部長だった鳴尾連合自治会長の川崎洋光さんは消防団と連携して救助や消火にあたった緊迫の状況を振り返り、コミュニティーの大切さを訴えました。

 

講堂ロビーでは薬学部の学生によるハンドマッサージや非常食・防災食、段ボールベッド、簡易トイレなど、様々な防災グッズの紹介が行われ、来場者が熱心に見ていました。

 

To mark the 30th anniversary of the Hanshin-Awaji Earthquake, the "30th Hanshin-Awaji Earthquake Disaster Prevention Symposium: To Overcome Disasters" (organized by Nishinomiya City and Mukogawa Corporation and the Japan Pharmacist Society of Disaster Relief) was held on February 8th at the Mukogawa Women's University Koe Memorial Auditorium.

 

Prior to the opening, students from the Mukogawa Women's University Music Department sang "Let's Carry Happiness" and other songs. Toshiro Ishii, Mayor of Nishinomiya City, said, "30 years seems like a long time, but it only feels like yesterday. I hope this will be an opportunity for us to learn from the lessons of the earthquake and to reaffirm our commitment to disaster prevention and mitigation." Kazuyoshi Seguchi, President of Mukogawa Women's University, said, "Thirty years have passed, and I feel a responsibility to convey the experiences and lessons of the earthquake. I want to raise awareness of disaster prevention."

 

In the first part, Toshizo Ido, former Governor of Hyogo Prefecture and Special Advisor to the Hyogo Earthquake Memorial 21st Century Research Institute, and Katsuya Yamori, Deputy Director of the Disaster Prevention Research Institute of Kyoto University, gave keynote speeches.

 

Followed by a panel discussion, Professor Kyoko Okawa of the School of Pharmacy at Mukogawa Women's University, from the standpoint of Vice Chairman of the Japan Pharmacist Society of Disaster Relief, said, "School pharmacists who are assigned to junior high and high schools are people who know the school well. It is important to be prepared at all times." Yoshiaki Kawasaki, Chairman of the Naruo Rengo Jichikai, who was the director of the Nishinomiya City Fire Department at the time of the earthquake, looked back on the tense situation in which he cooperated with the fire brigade to carry out rescue and firefighting activities, and emphasized the importance of community.

 

In the lobby of the auditorium, students from the School of Pharmacy introduced hand massages, emergency food and disaster prevention food, cardboard beds, simple toilets, and other various disaster prevention goods, which visitors watched with great interest.
