Kobe City Mayor Kizo Hisamoto served as a guest lecturer in the "Career Design" class at the Faculty of Business Administration.

神戸市の久元喜造市長が12月13日の経営学部「キャリアデザイン論」（福井誠教授）の授業でゲスト講師を務めました。

 

同授業はオンデマンド方式で行われているため、久元市長の講義は12月１日、神戸市役所で事前収録が行われました。受講生を代表して経営学科3年生の３人が対面で講義を受け、他の学生は13日から配信映像で受講しています。

 

テーマは「大学、学生のまち神戸の取組みとポストコロナを見据えた持続可能な神戸の未来づくり」。約100年前、「スペイン風邪」が流行した当時の記録から見えてくる神戸市の取組と、現在のコロナ禍を重ね、危機に際しても街づくりを止めず、発展してきた神戸市政の一貫した姿勢を振り返り、未来を展望しました。

 

スペイン風邪で神戸市は約7000人の死者を出しました。当時、神戸市では都市計画事業を積極的に行っており、公園整備や路面電車の延伸など、新たなまちづくりに取り組んでいるさなかでした。役所の記録によると、乳幼児を中心に先進的な感染症対策を徹底しつつ、開発事業を止めることなく推進。1920年には阪急神戸線（大阪から神戸）が開業し、国際港湾都市としての発展の礎を築きました。

 

一方、新型コロナウイルス感染症がまん延し始めた2020年当時、神戸市は都市の顔である三宮周辺の再整備に着手したばかり。事業の遅延やストップも懸念されましたが、「スペイン風邪流行時、神戸市は未知のウイルスと戦いながら街づくりを止めなかった。未知の危機に立ち向かうには歴史に学ぶべきと考えた」と久元市長。コロナ禍にあっても、三宮駅前の再開発事業を予定通り進め、2021年4月には新たなランドマークとなる神戸三宮阪急ビルが開業しました。現在もコロナ禍は予断を許さない状況ながら、2022年には中央区役所が移転開業、JR三ノ宮新駅ビルの事業計画が発表されるなど、まちづくりを力強く進めていることについて「コロナ禍で街づくりの手を緩めることがあってはならないと考えました」と強調しました。

 

質疑応答で学生は「三宮駅周辺は賑やかですが、浜側はまだまださみしいままでは」「京都や大阪にくらべ歴史や芸術の魅力が薄い」などと質問。市長は「イベント広場の三宮プラッツを無料で使用できるようにしたら、利用者が増えてにぎわっている。人を呼び込むには仕掛けが必要」「ジャズ発祥の地など、神戸市ならではの芸術文化を楽しめるまちにしたい」などと丁寧に答えていました。

The theme was "Kobe, a City of Universities and Students, and Creating a Sustainable Future for Kobe in the Post-Covid The panelists looked back on the consistent attitude of the Kobe city government, which has never stopped urban development even in times of crisis, and looked ahead to the future, overlapping the efforts of Kobe City, which can be seen from the records of the "Spanish flu" epidemic about 100 years ago, and the continued crisis.

 

The Spanish flu caused about 7,000 deaths in Kobe City. At the time, Kobe City was actively engaged in urban planning projects and was in the midst of new urban development efforts, including park development and the extension of cable cars. According to the city office records, development projects were promoted while implementing advanced infection control measures, especially for infants, and in 1920, the Hankyu Kobe Line (Osaka to Kobe) was opened, laying the foundation for the city's development as an international port city.

 

During the Q&A session, students asked questions such as, "The area around Sannomiya Station is bustling with life, whereas the sea side is still deserted," and "compared to Kyoto and Osaka, there is less appeal for history and art. The mayor responded, "We have made Sannomiya Platz, the event plaza, available free of charge, and the number of people using it has increased, making it a lively place. The mayor politely replied, "We need to create a mechanism to attract people," and "We want to make Kobe a city where people can enjoy art and culture unique to Kobe City, such as the birthplace of jazz.
