＜日本語/English＞トルコ地震の被災地調査のため、建築学部の教員３人が12日、トルコ共和国に出発します。

2月に発生したトルコ・シリア大地震の被災地で、被災建造物の調査や復興のアドバイスのため、武庫川女子大学建築学部の教員３人が12日から20日まで神戸市職員２人とともにトルコ共和国に派遣されます。

 

本学から派遣されるのは建築学部建築学科の柳沢和彦教授・学科長、鳥巣茂樹教授、田川浩之教授。神戸市から建築や危機管理を担当する職員2人とともに震源地に近いカフラマンマラシュやハタイ等の被災地で調査を行います。派遣中の17日にはバフチェシヒル大学（イスタンブール）でシンポジウムを開き、現地の状況を報告するとともに復興計画等について議論する予定です。

 

武庫川女子大学は2008年にトルコのバフチェシヒル大学と一般交流協定を結んでおり、主に建築学部で留学生の交流があります。上甲子園キャンパス内にあるトルコ文化研究センターではトルコの建築や文化に関わる展示と研究を続けています。

 

2011年にトルコ・ヴァンで発生した地震で、本学は神戸市と連携し、岡﨑甚幸学部長と神戸市職員らが被災地調査を行ったことから、今回も発災直後よりバフチェシヒル大学から本学に現地調査等の依頼があり、訪問の時期を検討していました。最近、瓦礫撤去が進んでいることから、「このままでは耐震構造などの問題を明らかにする機会が失われる」と判断。構造や設計に詳しい3人の教員を派遣することにしました。本学の派遣にかかる経費は、兵庫県の「トルコ地震復旧・復興応援プロジェクト」補助金を申請中です。

 

出発前日の11日、武庫川女子大学と神戸市が共同で神戸市役所で記者会見を開きました。

 

会見には新聞やテレビが多数集まりました。岡﨑学部長が「多くの建物が倒壊した現状と被災地のニーズをできる限り把握し、歴史的町並みの復元につなげたい」と今回の目的を説明。派遣される教員らが記者の質問に答えました。

構造工学が専門の田川教授は「現地は組石造や木造の建物もあるので、建物がどのように壊れたか、構法や柱の強度と被害の関連などを調査する」、設計が専門の柳沢教授は「モスクや教会など多くの文化遺産が壊れていると聞いている。バーミヤンやペトラ等で文化財修復のプロジェクトに関わってきた実績を生かし、修復や復興に向け何ができるかを考えたい」と話しました。構造設計学の鳥巣教授は「日本の近代的耐震施策は100年前の関東大震災で始まり、精度を上げてきた。こうした日本の取組を紹介して、トルコの耐震施策に役立ててもらえれば」と話しました。

 

Three faculty members from the Department of Architecture at Mukogawa Women's University will be dispatched to the Republic of Turkey from December 12th to 20th, along with two Kobe City employees, to survey damaged buildings and advise on reconstruction in the areas affected by the Turkish-Syrian earthquake that occurred in February.

 

Dispatched from the University are Professor Kazuhiko Yanagisawa, Chair of the Department of Architecture, Faculty of Architecture, and Professors Shigeki Tosu and Hiroyuki Tagawa. Together with two Kobe City officials in charge of architecture and crisis management, they will conduct surveys in Kahramanmaraş, Hatay, and other disaster-stricken areas near the epicenter of the earthquake. During the dispatch, a symposium will be held at Bahçeşehir University (Istanbul) on January 17 to report on the local situation and discuss reconstruction plans and other issues.

 

Mukogawa Women's University signed a general exchange agreement with Bahçeşehir University in Turkey in 2008, and there is an exchange of international students mainly at the School of Architecture. The Turkish Culture Research Center, located on the Kami-Koshien campus, continues to exhibit and conduct research related to Turkish architecture and culture.

 

In the 2011 earthquake in Van, Turkey, Mukogawa Women's University collaborated with Kobe City, and Dean Shigeyuki Okazaki, Kobe City officials, and others conducted a survey of the affected area. Since the rubble and debris removal had recently progressed, the university decided that "if this situation continues, the opportunity to clarify issues such as the earthquake-resistant structure will be lost. We decided to dispatch three faculty members with expertise in structure and design. The university is applying for a Hyogo Prefecture "Turkey Earthquake Restoration and Recovery Support Project" subsidy to cover the costs of the dispatch.

 

On the 11th, the day before departure, Mukogawa Women's University and Kobe City jointly held a press conference at Kobe City Hall.

 

The press conference was attended by a number of newspaper agencies and TV stations. Dean Okazaki explained the purpose of the field trip, saying, "We would like to grasp as much as possible about the current situation in which most buildings have collapsed and the needs of the affected areas, and link this to the restoration of the historical townscape. Faculty members who will be dispatched to the area answered questions from the press.

 

Professor Tagawa, who specializes in structural engineering, said, "We will investigate how the buildings were damaged and the relationship between the construction method, pillar strength, and damage, since some of the buildings there are constructed of masonry and wood," while Professor Yanagisawa, who specializes in design, said, "We have heard that many cultural heritage sites such as mosques and churches were damaged. I would like to consider what we can do for restoration and reconstruction by making use of my experience in cultural heritage restoration projects in Bamiyan, Petra, and other areas," said Professor Yanagisawa, who specializes in design. Professor Tosu, a structural design professor, said, "Japan's modern earthquake resistance measures began 100 years ago with the Great Kanto Earthquake, and have been improving in precision. I hope to introduce Japan's efforts to help Turkey's earthquake resistance measures.”
